The little baby must have lost his mama, but he has his human mom now. He likes to nurse on his tail, and it makes him a very happy kitty.
Many kittens love to knead or suck on soft things, it provides a sense of security, just like regular nursing. Some kitties eventually grow out of it as they grow older.
